Minutes of the Parish Council meeting held on Thursday 9th June 2016 at Westlow Mere Trout Fisheries at 7.30pm.
Present Councillor G Silman who chaired the meeting , Councillor K Ogden, Councillor P Amies, Councillor J Lockett (left early), Councillor J Wray (Cheshire East) and the Clerk.
Declaration of Interest
51/16 Minutes Proposed JL KO Seconded KO
Resolved that the minutes from 12th May 2016 be approved and signed as a true and accurate record.
52/16 Matters arising from the minutes and the Annual Parish Meeting
16/00366E Large shipping container on the corner of Giantswood Lane and Smithy Lane, Hulme Walfield
In 1988 CBC issued an enforcement notice which required the removal of two storage containers from the land in same location. The notice was quashed at appeal because the containers were being used for storage in relation to authorised agricultural use of the land and as such there was no breach of planning control.
Letter to Democratic Services to increase Somerford Booth’s Parish Council Seats to 5 from 3
Mr B Reed (Head of Governance CE) had acknowledged this would be placed on the agenda for the small parish review in the summer.
Septic tank at ‘Oakley’
This had now been resolved.
53/16 Local Council Award
The Parish Council did not wish to pursue this at this stage.
54/16 Neighbourhood Plan
Councillor K Ogden updated the members on progress to date. There was a meeting scheduled for Thursday 16th June with Lucy Hughes from CCA. Hopefully another consultation with the public would be drafted this month as the next stage.
The grant funding had now been received.
55/16 Planning Applications
|15/4480C CONGLETON LINK ROAD, CONGLETON|
|The proposed Congleton Link Road – a 5.7 km single carriageway link road between the A534 Sandbach Road and the A536 Macclesfield Road.
This application was due to be heard at the Strategic Planning Board on Wednesday 15th June.
Resolved the Parish Council would make written representation and Councillor J Wray would read.

56/16 Cheshire East
Councillor J Wray updated members on the cabinet meeting on Tuesday 14th June to discuss the compulsory purchases for the CLR.
There was a new senior planning officer called Mr Sean Hannaby, who was responsible for the Lcoal Plan delievery with Mr A Fisher.
A resident had complainted about the volume of traffic travelling down Mill Lane when the school bus was collecting the children. It was a’ rat run’ to cut through and avoid Giantswood Lane traffic.
The Chairman requested the Clerk should contact the local PCSO Carol Holmes to attend the site when the bus was picking up and at the next meeting discuss her findings and then contact highways for some saftey measure suggestions.
Councillor P Amies had been approached to support the fisheries to gain a ‘Brown information’ sign to aid visitors finding the site when travelling down Gianstwood Lane.
Resolved the clerk would make the relevant enquires.
58/16 Audit 2015/16
There had been two queries with the Audit as there were no reflecting figures to carry over since 2008.
The fixed asset register needeed cost figures entering.
Resolved the fxed asset was accepted at cost value and insurance value.

Resolved; “That in accordance with the public bodies (admission to meetings) Act 1960 as extended by the Local Goverment Act 1972 section 100 the press and public be excluded from the meeting for discussion of the under mentioned item on the grounds that the publication of the matter would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted”
60/16 Clerks Salary
NALC had approved at 1% pay increase from April 2016
Resolved The clerk increase one pay scale rise to SCP 23.
61/16 It was to be noted the next Parish Council meeting would be on the 7th July 2016 at 7.30pm.
The meeting concluded business at 9.30 pm
