Minutes of a Parish Council meeting held on Thursday 5th January 2017 at ‘Westlow’ Mere Fisheries meeting room.

Public Forum

2 members to request an update on the proposed planning application on Giantswood Lane for 500 houses and the access to the site.

01/17 Apologies

02/17 Minutes

Resolved that the minutes of the meeting held on Thursday 10th November 2016 be approved and signed as a true and accurate record.

 

03/17 Matters arising from the previous meeting

Newsletter

The newsletter had been delivered in December and had received a good response. Some residents had joined Facebook.

Photographs had been received and had been circulated to members. It was agreed all of the submissions would be utilised in the Neighbourhood Plan.

It was decided ‘the misty morning ‘ shot received from Mrs J Davenport would be granted first prize and it would be published on the website and in the Neighbourhood Plan.

The Clerk was instructed to gift some chocolates to the winner.

 

03/17 Neighbourhood Plan

The public event was scheduled for the 6th April 2017 at Westlow Mere fisheries. The team were working to the scheduled plan timescales and there was a meeting planned for 12th January. KO and the Clerk had applied for further grant funding of £4208.00.

KO encouraged members to read the draft copy sent by Lucy Hughes and make comments.

MW was requested to pursue the Wildlife Trust Survey that had been instructed in November.

 

04/17 Highways

  • Giantswood Lane– the landowner had been contacted and an investigation had been carried out. There had been a meeting with Mr D Elder on 05.01.17 and Willis’s had been instructed to carry out the work to drain the field.
  • Gianstwood Lane gully

This had been cleared but was still being blocked by silt. Highways are going to install some high ridges around the edges and put a filter inside the gully.

  • Mill Lane

The Clerk was pursuing the leaking gully owned by BT opposite Plum Tree Farm.

  • Radnor Bridge

It was evident that the River Dane was cutting into the river bank and eroding the side of the bank which was destroying the bridge. As Clerk to SPC the clerk had previously reported this but it was agreed it would be taken to the attention of Councillor D Brown as no action was taken.

 

05/17 Cheshire East

No report.

 

06/17 Planning Applications

  • 16/5648C Sunnybank, Giantswood Lane, Somerford Booths CW12 2JR – Outline application for demolition of existing buildings, formation of new highway access and construction of seven detached dwellings. (letter from Network Rail )

Resolved The Parish Council approved this in principal but thought the site was over developed. The site would accommodate only 5 houses.

GS left the room and PA chaired the meeting

  • 16/5617C Fern Hill, Smithy Lane Hulme Walfield CW12 2JG. – Conversion of outbuilding to 1 no residential unit.

Resolved No Objection

  • 16/5512C Fern Hill, Smithy Lane Hulme Walfield CW12 2JG Conversion of stable to two dwellings.

Resolved No Objection

GS returned to the meeting

  • 16/6177C Dairy House Farm, Hall Green Lane, Somerford Booths CW12 2LY. Erection of key agricultural workers dwelling.

Resolved No Objection with comments on access.

 

Meeting on 24.11.16 with Adrian Fisher – Proposed plaaning application for 500 houses and a primary school with shops on Giantswood Lane and Manchester Road

The Chairman, PA, MW and the clerk had attended a meeting with AF at ‘Westfields’ to discuss the access on the GL which had been proposed in the consultation in October. The clerk had circulated notes and MW had produced a pen stick with a video he had produced which incorporated a visual interpretation of the traffic issues on the rural lanes within the area.

A letter had subsequently been sent to AF, DB and PG with the video and a follow up meeting had been arranged on 9.2.17.

 

15/5369C Somerford Booths Hall, Chelford Road CW12 2LY – PA and MW had attended a site visit on 16.12.16. They commented on the results.

 

07/17 Accounts

Resolved the above payments be approved and signed for as above.

It was agreed that the clerk would investigate the rules to give a donation to NWA.

Resolved Councillor M Wakerly would replace Councillor J Lockett as a signatory on the HSBC account.

 

08/17 Clerks Report

The Clerk was attending a Health and Safety Course on 18th January held by CHALC.

The self presentation and media course was circulated.

 

09/17 Chairman and Members report

GB and MW would attend an induction training course on 23rd January 2017.

It had been brought to the attention of the Council that some sheep were perhaps being mistreated on the land adjacent to’ Westlow Mere’ fisheries. The clerk was requested to report to the RSPCA.

 

10/17 the next meeting would be the on 2nd February 2017 @ 7.30pm at Westlow Mere.
