Minutes of a Parish Council meeting held on Thursday 1st February 2018 at ‘Westlow’ Mere Fisheries meeting room.

The Chairman thanked everybody for their attendance at the meeting it was pleasing and encouraging seeing so many in present.
The comments raised were as follows;
- i) The planning application 17/5573C and if it was to be decided by delegated powers.
The application was due to heard at the SPB on 28th February unless deferred by CE.
- ii) The PROW being closed due to the building work at Bloor homes development.
It was due to open in March and if not the Parish Council would pursue.
iii) The four accidents that had occurred near Clonter Opera over the past three months and a request of support from the Parish Council to take actions. It was acknowledged that part of the road was over the border line into Swettenham. It was a necessity to reduce the speed to 30mph.
The Parish Council had carried out a traffic survey by VTC Consultants and were looking into the issues from the data just released. These comments would be considered by the Parish Council and Ward Councillor.
- iv) The traffic throughout the Parish and the state of Smithy Lane.

- v) An explanation of the referendum on 15th February 2018.
Cllr K Ogden explained the background of the Neighbourhood Plan and the referendum’s purpose for the approval of the plan.
vii) Two new residents to the Parish wishing to gain some knowledge of Hulme Walfield & Somerford Booths.

08/18 Apologies

09/18 Minutes
Cllr K Ogden proposed the minutes and Cllr P Amies seconded. All members agreed the draft minutes were accepted.
Resolved that the minutes of the meeting held on 11th January 2018 be approved and signed as a true and accurate record.
10/18 Parish Council Meeting on 11th January 2018
Resolved all previous resolutions (02/18, 06/18, 07/18) were approved by full Council as the agenda was not published within time scale.
11/18 Neighbourhood Plan
The Clerk had ordered vinyl posters after obtaining quotes,the Chairman had constructed posts with wood attached and the posters were erected around the Parish and they would be updated every week until the referendum.
The Neighbourhood Plan newsletter had been delivered to households. It was agreed another leaflet drop would not be actioned.
The Clerk had arranged for a taxi to be on standby to take residents to the voting station in Swettenham.
Cllr K Ogden proposed to abandon the Neighbourhood Plan Steering Group committee.
Cllr P Amies seconded the proposal.
VOTE – FOR – Unanimous AGAINST – Nil.
Resolved the Neighbourhood Plan Steering Group committee was abandoned.
12/18 Cheshire East
Resolved to suspend standing orders to receive a report from Cllr J Wray.
Cllr J Wray updated members on the new waste site proposed in Crewe and the new plans for food waste. He acknowledged the issue with Highways and the BT chamber still being blocked after a year. The Clerk was asked to pass on all the relevant information and he would address.
Cllr J Wray left the meeting.
13/18 Highways
- Traffic Surveys by VTC Consultants
Both traffic surveys had been circulated to members and it was agreed the Chairman would collate a list of questions by the next meeting.
Resolved Mr J Caruthers would be instructed for another 4 hours consultancy work.
Resolved the Clerk would request his attendance at the Annual Parish Council meeting on 5th April 2018.

It was agreed that the Clerk would draft a response letter to thank all the residents for completing the survey and place on the website.
- 40mph on Giantswood Lane
Implemented
- Dog Bin on Giantswood Lane
The Clerk would purchase a large dog bin for the Parish Council.
- Traffic Accidents by Clonter Opera
The Clerk would gain the exact details and request the support of the Ward Councillor.
- Congleton Link Road
The Clerk circulated the update. The tenders were still not approved by Cheshire East.

16/18 Clerks Report
The website administrator had questioned the value of the Face book page and thought there was nothing being posted and we were still advertising it.
Resolved the page would be abandoned at this time.
The Clerk reminded the Parish Councillors to update their email addresses as the mail addresses would be amended this week.
The next meeting would be the on 1st March 2018 @ 7.30pm at Westlow Mere.
