Minutes of the Parish Council meeting held on Thursday 12th May 2016 at Westlow Mere Trout Fisheries at 7.30pm.
35/16 Election of Chairman 2016/17
Resolved Councillor Graham Silman was elected as Chairman for the ensuing year. The Declaration of Office was signed.

Present Councillor K Ogden, Councillor P Amies, Councillor G Silman, Councillor J Lockett, Councillor J Wray (Cheshire East) and the Clerk.
36/16 Apologies Councillor J Smith had resigned from both the Parish Council and the Neighbourhood Plan Committee on the 12th May.
Resolved the Clerk would advertise the Council Vacancy and inform the Elections Office.
Resolved the Clerk would produce a ‘Vacancy of Councillor’ leaflet to be delivered in all Somerford Booths properties.

37/16 Minutes Proposed KO Seconded PA
It was agreed to amend minute reference 30/16 to “The traffic leaving the farm fields on Giantswood Lane was causing a significant amount of mud on the road leading to road safety issues” they also wished to eliminate the wording “ causing issues with the water table”
Resolved that the minutes from 10th March 2016 be approved and signed as a true and accurate record.
38/16 Election of Vice Chairman 2016/17
Resolved Councillor P Amies would be Vice Chairman for the ensuing year.
39/16 Matters arising from the minutes and the Annual Parish Meeting
Container on Giantswood Lane
Resolved the Clerk would enquire with planning enforcement if anything could be done about this issue.

After careful consideration the Council felt they could not pursue this issue of concern.

40/16 Neighbourhood Plan
Resolved Councillor K Ogden was elected as the new Chairman of the Neighbourhood Plan Committee.
The NP Group had met on the 11th May with Lucy Hughes from CCA and the minutes would be produced and put on the website.
The funding application was being finalised by the Clerk.
26/139 houses had responded to the first questionnaire. JS had summarised the results and circulated.
KO would arrange the next meeting.
41/16 Planning Applications
16/1824M Land to the north of the existing Radnor, Land to Back Lane, Cheshire. Demolition of the existing building and an outline planning access for a mixed use development compromising residential dwellings (use class C3) and employment development (use B1, B2 and B8) incorporating an element of leisure issues (use classes A3 and A4) together with associated woodland buffer, ecological mitigation and enhancements, open spaces and infrastructure.

42/16 Number of Parish Councillor seats in Hulme Walfield & Somerford Booths Parish Council
Resolved the Clerk would write to Mr B Reed to request the seats in Somerford Booths are increased from 3 to 5 seats.
This would result in the total Parish Councillor seats totalling 7.
43/16 Audit 2015/16
The internal audit had been completed by Mrs M Pennington. The outstanding issues were discussed.
Resolved the audit was accepted by the Parish Council
44/16 Cheshire East
Councillor J Wray gave information about the new Mayor, Ms Olivia Hunter and Deputy Mayor Mr Arthur Moran.
45/16 Highways
Councillor P Amies gave a report on the site visit she had on 28.4.16 with Mr John Tickle from CE highways. The road surface edges and running water were discussed on Radnor Bank and the water way course of the River Dane which was concluded not their responsibility. The Clerk had contacted waterways and they also declined responsibility and said it was the land owner’s responsibility.

Resolved the above payments were approved and signed.
Following submission of this Precept return, the DCLG’s Analytics & Statistics Division have reviewed the precepts and identified that the Band D precept for Hulme Walfield & Somerford Booths Parish Council has increased by over £20 this year (2016/17 £53.19,
Resolved The PC agreed to increase the precept significantly this year for two reasons:
– To provide additional funding support to the neighbourhood plan process
– To enable the parish to respond professionally (if necessary) to undesirable or inappropriate planning applications
It is the view of the PC that these funds will be used when necessary to help to protect the parishes with a view to maintaining their rural identities.
47/16 Pension Scheme
It was noted that the clerk would not be enrolling in the pension scheme offered by the Parish Council.
48/16 Chairman’s Report
It had been reported by several residents that there was an issue with a septic tank on a property situated on Smithy Lane.
The Chairman requested the clerk write to the owners.
49/16 It was to be noted the next Parish Council meeting would be on the 9th June 2016 at 7.30pm.
The meeting concluded business at 9.40 pm
