Minutes of a Parish Council meeting held on Thursday 6th July 2017 at ‘Westlow’ Mere Fisheries meeting room.

5 members present.
One resident was concerned about the hard core that had been put down on the land off Giantswood Lane which in their opinion looked like an access route. There had been two footpaths closed also.
There were worries if the Local Plan strategic sites were being monitored on their behalf by the Parish Council and no more houses were being allocated than anticipated. They wished to have the Neighbourhood Plan explained in relation to the protection it will give in the future. The open rural space that was being built on would be decimated over the next 12 months.
There was a discussion period with Cllr J Wray to establish some facts in relation to the planning regulations and approvals with new houses in the Parish.

Present Councillor M Wakerly (who chaired the meeting), Councillor G Silman and Councillor P Amies, Councillor J Wray Cheshire East (left part way through the meeting due to taking a resident home) and Ms J Mason – Clerk
Councillor K Ogden due to childcare issues and Councillor G Booth due to work commitments.
Resolved that the minutes of the meeting held on 15th June 2017 be approved and signed as a true and accurate record.
53/17 Neighbourhood Plan
There had been a NP meeting held on 29th June and draft minutes had been circulated. The Clerk had obtained £1,783 extra funding from Groundworks UK and was in the process of attaining extra grant funding to enable the team to reach Regulation 17 (this was available due to HW & SB being a complex community with so much extra housing being allocated). The comments had been responded to from Regulation 14 and the Neighbourhood Plan was being currently redrafted by the printers.
54/17 Planning Applications
- 17/3160C Land between Manchester Road and Gianstwood Lane, Hulme Walfield – removal of condition 16 (ecological Report) and replace with revised report on application 14/1680C – outline application for residential development compromising up to 96 dwellings including access.
Resolved comments would be submitted by the Chairman
17/1000C – access on to Giantswood Lane
A meeting had been held on 16th June at Delamere House, Crewe to meet Mr Neil Jones – Principal Planning Development Officer Cheshire East, Mr Chris Hindle Highways Cheshire East and Mr Paul Griffiths Highways Cheshire East: attendees from the Parish Council – Cllr G Silman, Cllr M Wakerly and the Clerk.
The access on to Giantswood Lane in relation to 17/1000C had been discussed in detail (notes circulated and on the website). It seemed in this application there was only pedestrian access and emergency vehicular access no other access was due to be submitted in the application. In the future they made no guarantees that the two sites would be connected as there was another planning application due to be submitted for 500 homes on the other side of the lane. The Parish Council gave assurances they would pursue to avoid this at all costs with Cheshire East.
The Clerk had approached Cllr D Brown and he had indicated Cheshire East highways could take this BT issue no further as it was not a hazard on the highway. The Parish Council had reported to all relevant parties and now would have to await action.

The Clerk had arranged a joint meeting with her four Parish Councils. Katie Lennie Highways CE was due to confirm a date in September and the venue was likely to be Holmes Chapel Community Centre.

The members noted the accident and members discussed the impacts of the extra traffic on the roads and ‘near misses’.
Resolved the Parish Council would establish an accident log and put on the website and in the next newsletter to encourage residents to report in.

57/17 Cheshire East
Resolved to suspend standing orders to receive a report from Cllr J Wray.
Cllr J Wray followed up the comments made in the public forum time and felt they was a misunderstanding with the public in relation to planning applications. He explained the process of the Local Plan in relation to the Neighbourhood Plans within communities.

Increase in Parish Seats
The Clerk had received confirmation verbally from Ms Lindsey Parton – Electoral Services that Hulme Walfiled and Somerford Booths would increase from 5 seats to 7 seats. This would not be actioned until the next elections in 2019.
It was agreed that this would be completed in September.
59/17 Chairman and Members Report
Noticeboard in Hulme Walfield
It was agreed that this was not being read by the public as it was inaccessible. The PC agreed to approach the church to see if it could be placed in the churchyard and if not opposed the clerk would make the necessary arrangements to move the notice board.
The next meeting would be the on 7th September 2017 @ 7.30pm at Westlow Mere.
